This could be a pop-eye, or any of a variety of problems. When my Betta had pop-eye, was not quite sure if that's what it was, so I was in a plastic container with lid containing, and took him to my local store for fish. Has received to make a diagnosis and prescribe appropriate medication, all for the cost of medicine. Within a week he was well and good. Only feed him and he is very good. Oh, it was almost 4 years!
I tell friends in your local MOM "Fish & Pop Store. You can not beat their experience and knowledge.

You try to play a leading anti-bacteria in the water. This could help the healing process should take between 2-3 weeks. or you can talk to a fish specialist at your local pet store should be able to advise you on what type of water will help your fish.
